摘要：近年来水运行业迅速发展，兴建了许多港口，并呈现持续增长的趋势。港口年吞吐量连续数年居世界第一位。港口建设不仅为国家经济发展提供了强劲的推动作用也为人民生活提供了方便。但是在港口的建设和使用过程中都会对周围的环境造成不同程度的负面影响。而这些影响长期以来，并没有引起足够的重视。导致很多港口都只从投资回报利润分析的角度来进行项目可行性分析，而忽略了环境成本。
环境评估是用于建设项目环境管理的一种战略防御手段，是可行性研究工作的重要组成部分，它不仅要研究建设项目的开发、建设和生产过程中对自然环境的影响，还要研究对社会和经济的影响。
目前在交通运输项目当中对于港口建设项目的环境影响分析较少，公众参与力度不够。我国虽颁布一系列相关法律，但目前实施的力度远远不够，人们的思想上还没有完全重视。
本文对威海港区港口工程在施工期和使用期对该地区水质环境质量、沉积物环境质量、生物环境质量和渔业环境资源等可能造成的影响和对流场造成的变化进行分析预测和评价，最后提出有效的环保措施和对策，以达到社会、环境和环境效益的协调统一。

abstract：In recent years,the shipping industry is developing very rapidly,and constructed many ports,it is also in a trend of growing. The annual throughput of the port ranked first in the world in recent years. The construction of ports is not only contributed to the development of the national economy but also provides a lot of convenience for the people's life.But with the constructing and using the ports,different degrees of negative effects will be caused in surrounding areas.For a long time,these effects did not attract enough attention.In many ports,only have the returns from investment profit and the perspective of project feasibility been considered,while ignoring the cost of the environment.
Environmental assessment is a mean of strategic defense,which is used in environmental management of project constructions.It is also an important part of the feasibility study,not only study the impacts caused by developments of the project construction and the process of production,but also need to study the impact on society and economy.
At present,the environmental impact analysis in transportation and port construction project is little,public participation is still not enough.Although,our country has promulgated a series of related laws,but the implementation efforts is still not enough,people haven’t put fully attention on it.
In this paper,we will analysis the quality of water,the sediment quality,the environment of biological and the quality and fishery environment during.
the period of constructing and using in WeiHai port.And then we will predict and evaluate the effects of environments,finally putting forward effective measures of environmental protection,achieving a harmony of social and environment.
