摘 要:近年来，“一带一路”建设这个字眼在众多重要的国内和国际性会议上被多次提及也逐 渐被人们所熟知，更是在十九大会议上被提议载入党章，其的重要性不言而喻。自 2015 年 的正式出台后，其在经济和劳务合作方面发展迅猛，作为重要组成部分的对外直接投资发挥 了重要作用。处于“十三五”时期的杭州处在“前峰会后亚运”的窗口期，具有国家和政府 的政策和平台支持和民营经济发达的优势，然而其“走出去”仍处于初期发展阶段，对外投 资能力和信心相对缺乏。本文将分析杭企对外直接投资的现状，指出其不足并指出相应的措 施，这对杭州今后“走出去”提供参考价值和意义，也为其他省份和城市的发展提供借鉴。

Abstract:In recent years, the term “One Belt and One Road” has been repeatedly mentioned in many important domestic and international conferences and gradually became known to people. It was also proposed to be included in the  Party Constitution at the 19th National Congress. Its importance it goes without saying. Since its formal introduction in 2015, it has been developing rapidly in economic and labor cooperation and has played an important role as an important component of OFDI. Hangzhou during the “Thirteenth Five-Year Plan” period is in the window period of the “Asia Games after the previous summit”.
