摘要：随着社会的发展，我国老年人口数量持续增加，所以老年人的养老和健康问题将成为社会发展的重点和难点，如何给老年人提供养老服务将成为政府和全社会共同关注的目标。本文从医养结合养老模式的含义和政策的认识入手，介绍了上海市医养结合养老模式发展的现状，指出了医养结合养老模式在发展中存在相关部门多头管理、供需不足、专业的医护人员匮乏、监督评价体系不健全的问题，并从加强相关部门之间的横向联系、加大养老事业的投入、加强医养结合专业人才队伍建设、完善医养结合监督评估体系几个方面提出解决问题的具体措施。

Study on the Combination of Medical Care and Pension Mode in Shanghai

Abstract: With the development of society, the number of the China aged population is increasing. With the arrival of an aging society, the old-age care and health problems of the elderly will become the focus and difficulty of social development. How to provide old-age service for more elderly people will become a common concern of the government and the whole society. This paper starts with the knowledge of the meaning of nursing care and pension support model, policies, and other aspects, and introduces the current situation of the development of the medical combined old-age pension model in Shanghai. It points out that There are problems with long-term management of related departments, insufficient supply and demand, lack of professional medical personnel, and inadequate supervision and evaluation system. And specific solutions have been proposed that strengthen horizontal linkages among relevant departments, increase investment in endowment programs, strengthen the team building of medical professionals, and improve the system of supervision and evaluation of medical care and support.
