摘  要：自从中国实行改革开放的政策之后，不管是在文化，还是在科技，或是在经济方面，都有着巨大的提升。而中国国力的增强主要体现在了经济的飞速发展上。而中国的工程企业实力的增强是中国综合实力增强的一个主要原因。在建设工程施工管理中，工程造价的合理性直接决定了整个工程的经济效益，特别是工程造价控制，这也对公司未来发展起到了限制作用。只有搞好项目建设成本管理，才能使企业在建设过程中不断发展，在激烈的市场竞争中生存下来。

   本篇论文主要的思路是先介绍造价管理在中国的发展情况和主要存在的问题，然后以这些存在的问题分析出致使这些问题发生的因素。掌握这些因素后，根据因素建立施工阶段造价控制指标体系，根据体系选择合适的措施应对相对应的问题。最后选择一个案例了解现实中的工程在施工阶段中造价控制存在的问题，并提出解决方法。

   论文首先分析了施工阶段造价控制的问题主要有工程变更、索赔和费用偏差等问题，在从这些问题中得出主要是人为、费用、施工、合同和自然几个因素引发了这些问题的发生。再根据这些因素继续从人、费用、施工、管理这四个角度建立施工阶段造价控制指标体系，最后从人、费用、施工、管理四大层面提出控制的方法。最后在案例的分析过程中，剖析出在造价上这个案例体现出的问题，并主要采用了经济方面的措施来解决问题。

Research on Cost Control in Construction Stage of Construction Project

Abstract: Since China adopted the policy of reform and opening up, there has been a tremendous increase in either culture, technology or economics. The enhancement of China’s national strength is mainly reflected in the rapid development of the economy. The increase in the strength of China’s engineering companies is one of the main reasons for the increase in China’s overall strength. In the construction project management, the rationality of project cost directly determines the economic benefits of the entire project, especially the project cost control, which also plays a limiting role in the future development of the company. Only by doing a good job of project construction cost management can the company continue to develop during the construction process and survive in the fierce market competition.

   The main idea of this paper is to first introduce the development of cost management in China and the main problems, and then use these existing problems to analyze the factors that cause these problems to occur. After grasping these factors, establish a construction cost control index system according to factors and select appropriate measures according to the system to deal with the corresponding problems. Finally, we choose a case to understand the problems existing in the actual construction project during the construction phase, and propose solutions.

   The paper first analyzes the problems of construction cost control during the construction phase, including engineering changes, claims and expense deviations. From these problems, it is mainly caused by human factors, expenses, construction, contracts, and natural factors that trigger these problems. Based on these factors, we continue to establish the construction phase cost control index system from four perspectives: people, cost, construction, and management. Finally, we propose methods of control from the four aspects of people, cost, construction, and management. Finally, in the course of the analysis of the case, the problems manifested in this case were analyzed and the economic measures were adopted to solve the problem.
