摘要：随着对外贸易的发展，我国遭受的反倾销调查也随之增多，显然，对华反倾销已成为我国外贸发展面临的“绊脚石”。本文从我国无缝钢管遭受欧盟反倾销的现状入手，探讨我国无缝钢管行业遭遇反倾销调查的原因，并给出我国政府和企业应对欧盟反倾销的具体对策。首先,本文分析和参考了欧盟对我国无缝钢管反倾销的现状和相关数据,其次结合欧盟对我国无缝钢管反倾销的相关案例,找出欧盟反倾销的内部外部原因,最后从政府、企业的角度提出了应对欧盟无缝钢管反倾销的具体的对策。

Abstract：With the development of foreign trade, China suffering from anti-dumping investigation has also increased. Obviously, anti-dumping has become a "stumbling block" to China's foreign trade. this paper makes attempts to analyses the situation of the seamless steel tube anti-dumping , to explore the reasons of anti-dumping seamless steel pipe in our country, and to find out the concrete countermeasures of our country's government and enterprises about dealing with the anti-dumping. First of all, by referencing data, this paper analyses the present situation of foreign anti-dumping to our country and take EU anti-dumping seamless steel tube products as an example, find out the cause of the EU anti-dumping for seamless steel tube industry, finally put forward the concrete strategy of our country's response to the EU anti-dumping.

1  引言

随着经济全球化进程加快和国际贸易的发展,我国的出口贸易快速增长,中国与世界经济交流日益密切,但在贸易过程中，出现的矛盾和问题日益明显,国际竞争激烈,贸易保护主义盛行,国家间贸易摩擦、贸易壁垒、反倾销也越来越多，据统计，加入世贸组织以来针对中国产品的反倾销案件多达400多起，我国已经成为遭受反倾销最多的国家。其中，钢铁产业也成为遭受反倾销调查最为严重的行业，无缝钢管也不能幸免于此。全球经济复苏乏力、钢铁产业面临需求萎缩的困境，自从我国加入世贸组织以来，欧盟已经无数次对我国不锈钢无缝钢管采取了反倾销调查。

因此本课题提出有效应对欧盟的无缝钢管反倾销调查是极具有现实意义的。本文以欧盟对无缝钢管产品反倾销案为例，分析欧盟对无缝钢管产品反倾销面临的现状、原因、及对策。主要从国际、欧盟等外部因素，政府、出口无缝钢管企业等内部因素的角度对本案进行原因分析，最后从中得到我国无缝钢管产业如何从政府、企业的角度应对欧盟反倾销调查。 无缝钢管遭遇欧盟反倾销现状原因及对策分析:http://www.chuibin.com/jingji/lunwen_205712.html
