江苏省地方海事机构服务水平研究
本论文在江苏省地方海事机构职责分析的基础上，根据评价指标的建立原则，筛选出江苏省地方海事机构服务水平评价指标体系，运用层次熵评价方法，建立评价模型，通过例证数据对地方海事机构服务水平进行了评价。分析结果表明层次熵评价模型可以用于地方海事机构服务水平评价。

Title Service Level of The Maritime Institutions in Jiangsu Province
Abstract
Maritime administration of the local maritime institutions have relationship to water transport development,protection of life and property safety of the masses of the people, the healthy and orderly development of the national economy,coordinated and harmonious development of man and nature,and safeguard social stability and international image and national defense construction ,what play an important role and significance of building a harmonious society.
In this paper,place in Jiangsu province maritime institutions duty on the basis of the analysis,according to the evaluation index system principle,screened evaluation index system of Jiangsu provincial maritime organization service level,use analytic hierarchy entropy evaluation method and establish an evaluation model.Through the example of data on the local maritime service level is evaluated,analysis results show that entropy evaluation model can be used in place of the maritime organization service level evaluation.

1 绪论
1.1研究背景与意义
随着海事管理技术安全、人为因素控制理论的应用普及，海事管理进入了第三个时代，即“安全文化”时代。学术界对“安全文化”有不同的定义和内涵。一个普遍认可的概念是英国健康安全委员会提出的，“安全文化”是“个人和团体价值观、态度、感官、能力和行为方式的产物，并决定个人和团体对一个组织的健康和安全管理的承诺和该组织安全管理的形式和状况”。该理论认为事故是可以避免的，组织中的人、组织系统、行为是相互影响的，通过对安全做出承诺，能够建立一个自我管理和规范、自我完善和改进的相互信任、信息畅通的组织安全文化，从而使组织、组织中的人和行为不断朝着“零事故”的方向发展，并最终实现系统安全[1]。
