所以现行的科研信息管理系统已经不适合现在庞大的科研信息管理工程，科研信息管理系统在此背景下被赋予了新的需求,在基础的科研管理模式基础上，我们要求新的模式在集中性、数据的安全性、用户访问的权限以及系统的网络化等等方面有更好的表现。利用信息与网络技术,运用先进的科研信息管理模式,根据用户的要求和特点,为管理者搭建一个高效、集成、安全的科研信息管理平台,从而大大提高科研信息管理的效率。
在网络技术飞速发展背景下,利用网络技术将科研信息在网络上进行管理可以有效的解决传统科研信息管理模式存在的弊端。因此建立一个由网络支持的科研信息管里系统对于我们具有一定的现实意义。对于推进科研管理数字化有积极的意义，可以很大限度的的提高科研人员、科研信息管理人员的工作效率。老旧的科研信息管理模式已经无法满足社会发展的要求,通过设立以互联网为基础的科研信息管理系统,科研人员将科研开发方案上传至科研信息管理系统的网上审核系统,使得项科研开发案可以实现快速发布、提交、评审。以此可以对项目方案的审核进行高效快速数字化的得分统计、排名。实现网上事项申报、网上事项审批、科技项目管理、组织人员管理，可以最大限度的提升科研管理信息化能力

research management mode, we require a new pattern in concentration, data security, user access permissions, and system of network has better performance and so on.The use of information and network technology, the use of advanced scientific research information management model, based on user requirements and characteristics of the for the managers to build an efficient, integration, security, scientific research information management platform, thus greatly improve the efficiency of scientific research information management.Under the background of rapid development of network technology,
